The collection, storage, processing, production and administration of equine stem cells to be used as an autologous treatment for non-food producing horses requires an Equine Stem Cell Centre Authorisation (ESCCA) from the Veterinary Medicines Directorate (VMD)

There is currently no similar requirement for other companion animals. However there are centres which work to the same standards, and it may be appropriate to look for this if considering stem cell treatment for other species.

There are also now a number of licensed stem cell medicinal products available. Below are links to the Summary of Product Characteristics, available on the VMD website. Along with references relating to the specific type of stem cells included in the  product.
